The following day, Yager announced the recipient of a local scholarship: “Haley Seiber is the 2026 Malinda Raby Yager scholarship given to a graduate of Oliver Springs HS Haley is a first-generation college student and plans to attend Roane State for the Radiologic Technology Program. Yager represents Tennessee’s District 12 in the State Senate. The Rural Health Transformation plan referenced in his tweet aims to direct $1 billion toward improving healthcare infrastructure and services in rural Tennessee counties over five years. This initiative is part of ongoing efforts by state officials to address disparities in healthcare access between urban and rural communities.
The Malinda Raby Yager Scholarship is awarded annually to an Oliver Springs High School graduate who demonstrates academic achievement and community involvement. In 2026, the scholarship was awarded to Haley Seiber, who will be attending Roane State Community College as a first-generation college student planning to enter the Radiologic Technology Program.
