The Legislative Council will hold its next meeting at the Courtyard by Marriott in Mt. Juliet on April 14, beginning at 9:00 a.m.

The meeting is set to address several policy and rule clarifications that may impact coaches, students, and schools across the association.

One of the main items under old business is a request for clarification regarding a new rule that allows coaches in sports such as football, basketball, and soccer to coach their own children during preseason and offseason periods, provided no other students from their school are present. The Council will also revisit a proposal from Arlington High School which seeks to remove certain National Federation of State High School Associations (NFHS) coaching and first aid course requirements for classified employees.

Additional agenda topics include redefining “athletic record” to better handle transfer inquiries and considering revisions to both Transfer and Recruiting Rules. Cleveland High School has proposed creating a tiered disqualification structure for ejections. There is also a staff recommendation from the Tennessee Secondary School Athletic Association (TSSAA) aimed at establishing strict deadlines for new schools joining the association to help avoid scheduling or seeding issues.

Further discussion points involve clarifying the Amateur Rule so that name, image, and likeness (NIL) compensation is not linked to participation at any specific school. The Council will also review how summer activities might affect transfer eligibility rules and compare Tennessee’s period of ineligibility for transfer students with policies in other states as they consider possible changes for future meetings.
