Chairman Mark E. Green, MD (R-TN) of the House Committee on Homeland Security delivered an opening statement during a markup session for the 119th Congress Oversight Plan and other measures, including H.R. 1000, known as the "Cyber PIVOTT Act," along with H. Res. 113 and H. Res. 114.
In his prepared remarks, Chairman Green outlined the Committee's agenda for the congressional term, emphasizing border security and support for Border Patrol and other DHS components. He highlighted the importance of addressing cyber insecurities by ensuring a well-prepared workforce to tackle threats to critical infrastructure from nation-state and criminal actors.
Green stated that cybersecurity must be prioritized: "We must work with our companies to ensure they are implementing the best cybersecurity practices possible." The plan also calls for oversight of the Department of Homeland Security's structure to improve its efficiency in fulfilling its mission.
The "Cyber PIVOTT Act" aims to address the cyber workforce gap by developing entry-level talent without necessitating a four-year degree, thus expanding trained professionals ready to counter cyber threats immediately. This initiative has garnered support from key organizations within cybersecurity and business sectors.
The bill previously received unanimous bipartisan support in September and has since been reintroduced in both chambers with widespread industry backing.
