Today, Representative Green introduced the China Technology Transfer Control Act, aiming to strengthen export controls to prevent China's military from acquiring sensitive U.S. technology and intellectual property. The bill is designed to address concerns over certain Chinese applications like TikTok, RedNote, and DeepSeek R1, which Rep. Green describes as "extensions of the Chinese Communist Party (CCP)." He asserts that these apps not only censor critiques of the CCP but also share significant metadata with it.
Rep. Green stated, “TikTok, RedNote, and DeepSeek R1 are extensions of the Chinese Communist Party (CCP). Their algorithms censor critiques of the party and its leaders and promote anti-U.S. messaging. On top of this, these apps share a massive amount of metadata with the CCP. From keystrokes and contact lists to locations, there is no telling what our adversary can do with this intimate knowledge of Americans."
The proposed legislation seeks to prohibit U.S. companies from sharing sensitive technology with China that could be used for human rights abuses or cyber attacks against the United States. It also includes provisions for sanctions against foreign actors who sell prohibited chips to China for use in technologies like DeepSeek.
Rep. Green emphasized the need for action by saying, “Further, under my legislation, if it does turn out that a foreign actor sold prohibited chips to China for the creation of DeepSeek, this actor will be eligible for sanctions."
He further commented on past administrations' actions: "The prior administration did not do enough to protect our sensitive technology."
Highlighting the urgency of his proposal, Rep. Green remarked: “This is a major wakeup call... My China Technology Transfer Control Act will help prevent this from happening again.”
The bill targets exports that significantly contribute to China's military capabilities or violate human rights and religious liberties using designated product components listed by the U.S. Trade Representative (USTR). It mandates presidential control over such exports and sanctions against individuals involved in violating export control laws.
