Rep. Mark Green has reintroduced the Combating Houthi Threats and Aggression Act in the 119th Congress. This legislation aims to impose sanctions on individuals involved in or supporting Houthi attacks, both past and present. It also requires three executive branch reports addressing the Houthis' threat to U.S. national security, their impact on navigation freedom, and their violations of the United Nations arms embargo against Yemen.
The bill is cosponsored by Rep. Michael McCaul (R-TX), Rep. Scott Perry (R-PA), and Rep. Young Kim (R-CA).
Rep. Green expressed gratitude towards President Trump for redesignating Ansar Allah, or the Houthis, as a Foreign Terrorist Organization (FTO). He stated, “I am grateful to President Trump for redesignating Ansar Allah, or the Houthis, as a Foreign Terrorist Organization (FTO). The Houthis have consistently threatened the lives of American citizens and military personnel. With this new designation, the United States stands ready to combat any threats against us and our allies in the Red Sea."
Green highlighted ongoing threats posed by the Houthis since November 2023, including over 100 attacks on commercial and military ships in the Red Sea and missile and drone strikes targeting Israel. He noted recent incidents where surface-to-air missiles were fired at a U.S. F-16 and MQ-9 Reaper drone.
He emphasized that "the Iranian regime has fully backed the Houthi rebels in Yemen with weapons, funding, and political support," leading to increased danger in the Red Sea and Middle East region.
The bill aims to counter these threats through sanctions on suppliers supporting Houthi activities.
